    Why do manufacturers keep wanting to charge me a development fee that usually starts at $1400 USD when I simply ask for the cost of a sample. This has happened multiple times. I was under the impression that I was only supposed to be charged at most $250 to manufacture a sample and then get a quote for bulk order. I would really appreciate a response.
